
New regulations on Energy Efficiency Certificates (EEC) for selling a home in Spain starting in 2030
Starting January 1, 2030 , all homes must have a minimum energy rating of "E" for sale or rental in Spain. Properties with F or G ratings will no longer be legally marketable. This requirement will be gradually tightened: in 2033 , a minimum rating of "D" will be required, and in 2040, a "B" rating is expected.
Why is this standard implemented?
Spain is moving toward decarbonizing its housing stock, following the European Green Deal , which aims to achieve net-zero emissions in buildings by 2050 , including intermediate goals such as a 16% reduction in energy consumption by 2030 compared to 2020.
Who is affected when selling a house in Spain?
- Current owners : they will have to carry out improvement works if their home does not reach the letter “E” from 2030, or the “D” from 2033
- Future buyers : may require certificates with these minimum qualifications.
- Real estate agencies and advertisers : they will be required to include the energy label in advertising and announcements, as established by Royal Decree 390/2021.
What happens if you don't comply with the regulations in 2030?
- Impossibility of selling or renting from 2030 without an “E” rating or higher
- Penalties : Fines can range from several hundred to thousands of euros, depending on current legislation.
- Loss of value : Studies supported by IESE and Tinsa show that improving an energy bill can increase the value of a home by 1.2% to 3.3%, and even 4% to 4.8% in areas with cold climates.
How do I obtain the Energy Efficiency Certificate?

- Contact an authorized technician (architect, engineer or competent technician).
- On-site inspection of the property.
- Issuance of the report with the rating and suggestions for improvement.
- Official registration with the corresponding agency in your autonomous community.
The certificate is valid for 10 years .
